, and important to those of us who support a station in north beach, that is the majority of my neighbors in my opinion, it preserve the section of tunnel that's currently planned in phase ii that runs from chinatown to north beach. it's already paid for. it's a done deal. and it allows that section of tunnel to be built. and we hope to facilitate the eventual construction of a north beach station. this item allows you to support the efforts of our supervisor who has tried very hard to be responsive to the concerns of his constituents. and i hope that this item will help jump start the discussion of an eventual north beach and potentially fisherman's wharf station. i think the central subway doesn't make sense without those and i think our neighborhood needs them to continue to grow and survive in the future. so, give us a hand, if you would. let this roll forward. and i hope we're talking about a north beach station before too much longer. thank you, commissioners. >> is there any additional or further public comment? okay, seeing none, public comment is closed. commissioners? commissioner ant
and the entitlement actions and the specifics on those. so, the request before you today is for conditional use authorization to allow development on the lot greater than 5,000 square feet, to allow a nonresidential use greater than 2000 square feet, to allow the demolition of a former movie theater, and to allow restaurant use for the type 47 abc lice license. and then the commission would also make recommendations regarding the proposed reclassification of the site from a 40 foot to a 55 foot height limit and the adoption of a special use district or sud for the site. so, the development project involves the demolition of the existing vacant feeder and the construction of a new five story over basement mixed use building containing up to 18 dwelling units, a restaurant measuring approximately 4700 square feet, and up to 27 off-street parking spaces. and as has been described, following demolition of these existing building and prior to the construction of the new building, the site will be utilized for extraction of the tunnel boring equipment associated with the central subway project. a pro
] >> i saw merl and larry, if you want to join us. as we said, this building is complex. and it starts with the funding. it will get more complicated with the construction pretty soon, but it has really been an unbelievable group effort to pull together the different funders of this work. we heard about the koret's foundation amazing con tributionss and i know there have been so many amazing contributions on the st. anthony side. for an affordable housing project for this it takes incredible people and we start with hud, who supplied over $20 million to make this project possible. larry ferguson is here, the director of the hud 202 programs that gets the senior housing funds and an important thing to know about the hud 202 programs not only do they provide capital, but a rental subsidy. so seniors on social security, or even less income don't have to worry about whether they can make a $1,000 rent payment. they pay 30% of whatever they can pay and the federal government helps us make up the difference, so we can keep people housed. there are folks out there who understand why this is

rat that with a discipline situation and i try to use the teachable moment with the parents as well so you can move forward all together instead of just making everybody upset. >> i have some comments actually responding to what you asked about, the zero tolerance and different proposallity. one of my colleague and looked at this across the last 15 years and noticed a trend what we called "net widening and net deepening" and more behaviors that fall under expulsion and suspending and when talking to administrators and their policies he found it helpful to speak of these terms in termses of behaviors and rather than saying we're criminalizing you and the think language is also important and i want to thank you for bringing up that point. it's something that i really advocate for and our caution to use zero tolerance and exclusionary discipline policies and also i teach teachers at san jose state and hundred students who are future teachers. >> can they do a projector? >> no. my teacher did, but again using social media, integrating all of the areas is so important for the prevention.
. we're also using those dollars to improve the quality of life, and as jackie spear pointed out plan for the future and economic prosperity of this whole area. when this subway extension opens as senator feinstein pointed out there will be 44,000 people using this light rail line. what she didn't point out that will make it the second or third busiest light rail in the united states. this is an environment that needs to be made and once it's built are gone the days when we have senior citizens watching the drive by and waiting for a bus that won't stop and then they have to stand on the bus and that bus has to crawl through the same traffic as the cars and get there in way too long period of time. means we will get into a elevator and on the rail and get to your destination in as little as eight minutes. for transit to succeed in the country it needs to be reliable and viable and we need it in the bay area reliable. muni has its challenges and bart is running the oldest rail cars in the united states right now. >> is it over? >> it's over. , distinguished guests from the community, city family, all of us coming together. last year we held a pilot project on stockton street to help the merchants and support the merchants in selling their merchandise. we were able -- we were very successful. we got a lot of great feedback from the pilot. so this year again, we are doing the second year of the pilot. all the agencies and the community and the merchants, we got together, and talked about how we can do better. and without further delay, i will ask the mayor to come and say a few words, who is a big supporter of this project. mayor lee. >> thank you mohammed. [ laughter ] all right. first of all, happy new year to everyone. this is what i'm looking forward to every year and i know the merchants and residents and all the small businesses are excited. a year ago board of supervisors president david chiu and i and members of the community discussed how we can continue the economic vitality of the city and clearly we registered a big support for small
to my knowledge. the cost is far from being cost effective. using the pagoda as central subway corporation yard if you will, raise the building, put a shaft down, is fraught with instruction problems due to the water flow problem in the basement pointed out by letter from sav e muni. there are lower cost alternatives. unless this information we don't know about % leave the tunnel-boring machines buried, under the pagoda theatre or extract them from the chinatown station. extracting them or burying them at chinatown would save 80 million dollars. by doing that it would not impact the people, residents, businesses of north beach. when you consider the use of this building for an extraction site it should be denied. i think it is an expensive project. it is disruptive. there are a lot better alternatives. thank you for your time. >>: and if further general public comment? seeing none general public comment is closed. >>: this will place you under your regular calendar. items 10 a-c have been continued to feb. 14. items 4 and 5 have been pulled. >>: request from commissioner
, the conditional use applications, the amendments to the zoning, zoning map, bulk, height, and although issues. i have a package which i will submit at the end of my testimony which elaborates those issues. i will try to paraphrase the key issues. one, a subsequent or supplemental e-i-r is required to access the environmental impacts of altering the alignment and terminus of the subway tunnels north of chinatown station. to change the tpm extraction location from columbus avenue to pagoda theater parcel. included in this package is a [speaker not understood] and geotechnical report, a letter from the various teams, geotechnical [speaker not understood] larry carp. there are issues also which include issues of dewatering and impacts on very fragile adjacent buildings. two, the subsequent and supplemental e-i-r is required to assess the impact thev historic resources which were not included in the previous e-i-r or the current evaluations. and finally, three, the subsequent supplemental [speaker not understood] to assess the environmental impacts of expanding central subway service north beach. so,
jurisdictions that we work with have zone limitations that affect the kind of size we use and illumination levels. we develop very specific signage packages and [speaker not understood] per the permit. they go beyond the exterior method signs we have on the building, but also talk about internal, not atm machines are included in the signage packages. the information is there for review. i'm saddened a little bit to hear such an objection to our sign quality. it is our intention to work with the community to produce signage packages. and esthetics for the bank itself, which blend in and are nice in the neighborhood. we provide a service and we want our banks to be appreciated in the community. >> commissioner antonini. >> yeah, i think zoning administrator sanchez made a good point, and that is that to restrict lighting entirely or to try to prohibit it goes against what we're trying to accomplish. a well lit building, tastefully lit, provides security in the area. there's less apt to be crime or homeless encamp there or something if a building provides good illumination. you may think the
. i don't think you're -- i mean we have a gay community center and you're not using it for outreach to get to the people to tell you how to spend the money to calm the traffic down. i mean we have better streets. we have smart streets. i mean you can lump it into different programs, different names, different acronyms, but people are seeing the traffic calm and pedestrian safety for everybody, and you know if you're going to be spending this money i think that it should be looked at at market and guerrero. we need to slow the traffic down there especially in the morning when drivers are trying to get downtown so thank you. >> thank you. is there anyone else that would like to speak from the public? seeing none public comment is closed. i did want to make a comment that i think dr. -- [inaudible] from the department of public health and others can quantify when you have successful traffic calming projects or slow down 5 miles per hour around schools or key areas it saves lives and i think it's really important and makes sense to shift to the arterials strategically but i hope
here to give you the we the report. i want to start with land-use committee on january 28. the land-use committee had an amendment to the code commonly called the condo-lottery ordinance, sponsored by supervisor farrell and cosponsored by supervisor wiener. i would like to give you a quick overview of the law. it is limited to no more than 200 conversions per year through a lottery process. to qualify occupants must live in the unit for more than three years. the 2012-13 lottery participants can bypass the 2014 lottery if they pay a $20,000 fee. a reduction of the fee by 20% for every year the building has participated in the lottery but has not been successful. where tenants to take the opportunity of a lifetime lease additional refunds can be granted. this is a basic summary of the proposal. supervisors farrell and wiener expressed their concern about opportunities for homeownership in the city in this ordinance represents a reasonable balance of goals increasing homeownership by increasing tenant protection with lifetime lease. the lottery bypass is around a decade only. sorry,
